MAPESS – Organisation Functional Description Roles & Responsibilities

 

 

Purpose of this memo

§  To document the requirements for the project core team positions, their roles and responsibilities and required qualifications

 

Luanda Project Office Director

Main duties

§  Manager of the Luanda Project Office

§  Execution planning & follow-up

§  Liaison on execution issues with

o   the Norwegian Embassy

o   INEFOP

§  Hiring of local staff

o   Management of project’s requests – preparations of specifications and follow-up of deliveries

§  Coordination with the 3 pilot centres

o   Management of cost monitoring & control, accounting, Luanda office mobilization and administration and its stafff

§  Reporting to Project Director in RKK head office in Stavanger, Norway

 

Skills & experience required:

ü  Min 5 years of project management experience

ü  Knowledge Project Management methods

ü  International project experience

ü  Speaks and writes English & Portuguese

ü  Has a good insight of Angolan society, people and employees and employers
   as well as authorities 

Assistant Luanda Project Office Director

Main duties

§  Assist Luanda Project Director / be the Deputy in the Project Director’s absence

§  Shall plan to take over as the Project Director within 2 years ( if the Luanda Office Director is not an Angolan )

§  The Assistant Luanda Project Office Director shall also during the period before taking over as Luanda Project Office Director have the role and responsibilities as the Technical Manager as described below

 

Skills & experience required:

ü  Min 5 years of project management experience

ü  Knowledge Project Management methods

ü  International project experience

ü  Experience from adult training management

ü  Has a good network with Angolan industry and services institutions
   as well as authorities 

ü  Speaks and writes Portuguese, and preferably English

 

Technical Manager

Main duties

§  Initiate and follow-up project deliveries from the Project descriptions

§  Plan and coordinate deliveries at the centres

§  Coordination with and support to deliveries management of RKK

§  Cost Control

§  Support to centre management in preparation of deliveries

 

Skills & experience required:

ü  Min 5 years of project management experience

ü  Knowledge Project Management methods

ü  International project experience

ü  Experience from adult training management

ü  Has a good network with Angolan industry and services institutions
   as well as authorities 

ü  Speaks and writes Portuguese, and preferably English

 

Logistics & Information Manager

Main duties

§  Logistics planning

§  Transport & forwarding planning inclusive customs clearance

§  Coordination with RKK delivery organisation 

§  Support to deliveries management of RKK

o   At centres

o   Receiving control and commissioning

§  Information Management

o   Database responsible

o   Monitoring of all documentation deliveries

o   Planning for commissioning

o   Planning for hand-over to permanent organisation

§   Cost reporting

 

Skills & experience required:

ü  Min 5 years of project management experience

ü  Knowledge Project Management methods

ü  Experience from working with international companies and institutions 

ü  Sound knowledge and experience from logistics and information / document
   management

ü  Has a good network with Angolan industry and services institutions
   as well as authorities 


Administration, Cost Control & Accounting

Main duties

§  Cost collecting / Cost reporting pr project & activity

§  Accounting for the Angolan account

§  Day to day service at the project office

§  Booking travel & hotels

§  Booking and manage service resources as interpretation

 

Skills & experience required:

ü  Min 5 years of cost control and accounting for international companies

ü  Sound experience working in projects

ü  Sound knowledge about accounting requirements & procedures

ü  Basic Knowledge Project Management methods

ü  Has a knowledge of Angolan industry and services institutions
   as well as authorities 

 

Driver & Office support

Main duties

§  Driver in Luanda

§  Car service / keep tidy and operational

§  Office support

§  Logistics support

 

Skills & experience required:

ü  Min 5 years of services and support to international organisation

ü  A sound knowledge of Luanda and its surroundings

ü  Car service

ü  Office service experience

 

Skills for all positions

ü  Want to be part of a team building institutions

ü  Creative – looking for solutions

ü  Open minded and team oriented 

ü  Have the ability to give extra support when needed
